Hello my fellow Americans. The congress and I have been thinking about the wars going on and all of the trading and loans we are giving other countries. We think it is unfair and we think we found a solution to the problem. The United State is now going to be less involved in wars to come. I have made some changes in the war laws and I have created a new act. There is going to be a change in the arms sales during this war, World War II. In response to the growing turmoil in Europe and Asia I have created a new act called The Neutrality Act (“The Neutrality”). The Neutrality Act is a series of laws prohibiting weapon sales during the war (Danzer). The first two acts outlaw arm sales and loans to nations during the war (“Neutrality”). Now selling weapons and loaning money to other nations during the war was prohibited. The third act amends the early legislation in recognition of the imminent Nazi threat to Western Eu
rope's democracies (Danzer). This act is going to extend the ban on weapon sales and loans to nations engaged in civil wars (“The Neutrality”). Hopefully this act will stop the majority of sales of weapons going out throughout countries during World War II. I have persuaded Congress to pass a “cash and carry” provision. The "cash and carry" act is going to allow warring nations to buy our weapons as long as they pay for it with cash and transport the weapons in their own ship (“Neutrality”). This will save much work for us, the United States, because we will not have to supply the transportation from one country to another with other countries weapons or money and it will help us from keeping out of the conflicts going on in the war. These laws will preserve the neutrality and the peace of the United States and secure the safety of our citizens and their interests(“Neutrality”).
